The Millennium Appeal of NGOs for Peace, Security and Disarmament in Northeast Asia

We, the representatives of NGOs, responding to the call of Secretary-General Kofi Annan, attended the Millennium Forum held at the United Nations Headquarters in New York.
We would like to draw your attention to the following four points, which are the most important and urgent issues for peace in Northeast Asia.
First, transforming the armistice agreement on the Korean peninsula into a permanent peace treaty would represent a major step in building peace and security in the entire Northeast Asian region. We welcome the historic Summit of North and South Koreas. The Summit is an unprecedented opportunity to create a momentum for reconciliation, cooperation and peace in the region.
Second, the Status of Forces Agreements (SOFA) between South Korea and the United States and between Japan and the United States should be fully revised to meet the requirement of mutual respect and equality between the countries concerned. The unequal nature of the SOFAs has a serious negative impact on the lives of Korean and Japanese citizens.
Third, we demand a nuclear weapons-free zone in Northeast Asia. The continued reliance on nuclear weapons and their threat or use by accident, miscalculation or design is a great threat to peace in the region.
Fourth, we are concerned about remilitarization in Northeast Asia. We oppose the new US-Japan Defense Guidelines, the Theater Missile Defense System, and the attempt to revise Article Nine of the Japanese Constitution (renunciation of war clause). The Japanese government should pay official reparations to the victims in Korea and other parts of Asia during the Japanese colonial rule and occupation.
We believe these issues need urgent ttention. Action is needed at the grassroots and the highest levels of the international community.

우리, 사회단체 대표자들은 유엔 사무총장 코피 아난의 요청에 호응에 응해 유엔 뉴욕 본부에서 열리는 밀레니엄 포럼에 참석했다.
우리는 동북아시아에서 평화 정착을 위한 가장 중요하고 긴급한 다음과 같은 네가지 점을 천명한다.
첫째, 한반도에서 정전협정의 평화조약으로 전환은 동북아 전지역의 평화와 안보 건설에 중요한 조치이다. 우리는 역사적인 남북한 정상회담을 환영한다. 이 정상회담은 이 지역에 화해, 협력과 평화 수립을 위한 중요한 계기를 창조하는 선례 없는 계기를 제공할 것이다.
둘째, 한미 주둔군 지위협정(SOFA)과 일미 주둔군 지위협정(SOFA)은 관련 국가의 상호존중과 평등에 기반해 완전히 개정되어야 한다. 주둔군 지위협정의 불평등성은 한국과 일본 국민들에게 심각하고 부당한 결과를 초래하고 있다.
셋째, 우리는 동북아 비핵지대화를 주장한다. 핵무기에 대한 의존과 핵무기 사용과 그 위협을 우연히, 오산으로 또는 의도적으로 이용하는 것은 동북아 지역의 평화에 심대한 위협이다.
넷째, 동북아지역의 재군사화를 우려한다. 우리는 미일방위협력 신가이드라인, 전역미사일 방어체제, 일본 평화헌법 9조 (전쟁 폐지 조항)를 개정하려는 시도를 반대한다. 일본정부는 일본 제국주의와 전쟁 기간 동안 한국과 아시아 지역 희생자들에 대한 공식적인 배상을 지불해야만 한다.
우리들은 이 주제들에 대한 긴급한 관심을 촉구한다. 국제사회의 기층 집단에서부터 최고위 집단까지 행동이 필요하다.
