- 동북아여성평화회의 추진위원장 -
한반도와 동북아 평화를 실현하기 위해 이 자리에 참석해주신 여러분께 먼저 환영의 인사를 올립니다. 특히 먼 길을 마다하지 않고 와주신 독일 녹색당 실비아 코팅 울 Sylvia Kotting-Uhl 의원님, 그리고 러시아, 미국, 일본, 중국에서 오신 참가자 여러분께 진심으로 감사의 인사를 전합니다. 또한 만찬과 대화의 자리를 마련해주신 박원순 서울시장님께도 감사의 말씀을 전합니다.
2007년 이래 우리는 한 해도 거르지 않고 동북아여성평화회의를 개최하거나 그에 준하는 활동을 해왔습니다. 2007년에 러시아, 미국, 일본, 중국을 방문하여 여성단체 및 사회단체 활동가나 국회의원을 만나, ‘여성6자회의’에 준하는 동북아여성평화회의 개최의 목표와 의미를 설명하였습니다. 또한 2008년 서울에서 열린 1차 회의를 시작으로 하여, 미국과 한국을 오가며 회의를 개최하고, 한반(조선)도와 동북아의 평화를 위해 여성이 해야 할 구체적인 활동을 제안하고 서로 토론하면서 실천방안을 모색하였습니다. 또한 정부와 의회 그리고 6자회담 당사국 대사관을 방문하여, 평화실현을 위한 우리의 제안을 알리고, 그 실행을 촉구하기도 하였습니다.
이렇게 5개국, 혹은 6개국 여성들이 참여하는 국제회의를 준비하는 일은 여러 어려움을 겪고 있는 한국의 여성단체에게는 간단치 않은 작업이었습니다. 그럼에도 불구하고 6년을 이어 행사를 개최할 수 있는 것은 이 회의에 대한 해외 평화운동가의 연대와 지원 그리고 국내 여러 여성운동단체 활동가의 헌신적인 노력 때문입니다. 그래서 2012년 동북아여성평화회의의 개최를 시작하면서, 저는 평화에 대한 여성들의 열정에 자부심을 느끼고 동시에 우리가 함께 만들어갈 미래의 평화공동체에 대한 기대에 부풀어 있습니다.
작년 한 해는 우리에게 특별한 해였습니다. 후쿠시마의 지진과 원전사고는 우리 모두를 충격에 빠뜨렸습니다. 우리 삶의 한 가운데에 버티고 있는 핵의 위험에 우리가 얼마나 둔감하였던가를 반성하는 계기가 되었습니다. 또한 한국 정부는 지난 몇 년간 북한에 대한 인도적 지원과 민간인 간의 교류를 정부는 중단시켰습니다. 자동차로 불과 한 두 시간이면 갈 수 있는 곳에서 여성과 어린이들이 굶주림과 추위로 고통을 받고 있습니다. 이런 현실 속에서도 한국과 일본은 원자력산업을 수출하는 데에 열을 올리고 있습니다. 또한 핵테러로부터의 안전을 도모한다는 이유로 핵안보정상회의를 개최하지만, 이 회의에서 우리는 여러 문제점들을 읽고 있습니다. 우리 여성들은 이런 현실을 더 이상 방관할 수 없습니다. 이제라도 한 자리에 앉아 머리를 맞대고, 한(조선)반도와 동북아의 평화를 실현하기 위한 전략과 활동방안을 모색해야 합니다. 우리 토론의 결과를 입장문서로 발표하여, 핵안보정상회의 참석자에게 여성들의 입장을 알릴 것입니다. 평화의 실현을 위해서는 여성들간의 국제적인 연대가 중요합니다. 이미 탈원전정책을 달성한 독일의 역사적 경험을 경청하고, 구체적으로 원전의 위험성과 핵무기 없는 세상을 실현하기 위한 운동을 결단해야 할 것입니다.
마지막으로 동북아여성평화회의를 개최할 수 있도록 결정적인 재정지원을 해주신 여성재단과 GPPAC에 감사의 인사를 전합니다. 이 두 기구는 저희 동북아여성평화회의의 필요성과 중요성을 일찍부터 인식하고 지속적으로 재정적인 지원을 해주셨습니다. 이 회의 개최의 실질적인 공로자들입니다. 또한 평화를 만드는 여성회, 한국여성단체연합, 민족화해범국민협의회 여성위원회, 한국교회여성연합회의 여러 활동가들에게 치하를 드립니다. 이들의 헌신적인 노력이 있기에 동북아여성평화회의의 개최가 다시 가능해졌습니다.
아무쪼록 우리 여성들의 국제적 협력과 평화운동이 이 지구상에 평화공동체를 실현하려는 꿈을 현실로 바꾸어가는 과정이 될 수 있기를 기대합니다. 감사합니다.

The Opening Remarks

First, welcome all of you who have participated in this place to realize peace on the Korean Peninsula and Northeast Asia. Especially, I would like to thank Sylvia Kotting-Uhl of the Green Party who came long way from Germany and the participants from Russia, US, Japan, and China. And thank Won-sun Park, the Mayor of Seoul who arranged the banquet and the forum for conversation.
We have held Northeast Asian Women's Peace Conference or have done the similar activities every year. We visited Russia, US, Japan, and China in 2007, met the activists in women's organizations and social institutions or the congress persons, and explained the goals and meaning to hold Northeast Asian Women's Peace Conferences which are proportionate to 'Women's Six Party Talks' to them. And we have held conferences in Korea and US beginning the 1st conference held in 2008 and sought for action plans suggesting specific activities that women should do for peace on the Korean Peninsula and Northeast Asia. And we visited and inform the government, the assembly, the embassies of the countries directly involved in six-party talks of our proposals for realization of peace and urged them to practice it. Like this, arrangement of the international conferences that women from five to six countries participated in was not easy and simple for the Korean women's organization which have had much difficulty. In spite of it, we could have held the events for 6 years because of solidarity and support of foreign peace activists for this conference and outstanding dedication of the activists in the several women's organizations in Korea. So as I begin holding 2012 Northeast Asian Women's Peace Conference, I am proud of women's passion about peace and at the same time, I am excited about the future peace community that we will make together.
Last year was special for us. The earth quake and nuclear power plant accident in Fukushima have shocked all of us. It was the beginning of reflecting on how we are insensitive to the nuclear risk which is in the middle of our lives. And the Korean government stopped humanitarian assistance for North Korea and exchange between civilians for last a few years. Women and children are suffering from hunger and cold in the places within an hour or two hours' drive. In this situation, Korea and Japan are committed to export the nuclear industry. And Nuclear Security Summit is held for reasons of making us secure from nuclear terrorism. But we read several problems in it. Women cannot look on this situation any more. We have to gather together and seek for strategies and action plans to realize peace on the Korean Peninsula and Northeast Asia. We will announce the result of our discussion by a position document and inform the participants in Nuclear Security Summit of women's position.
Global solidarity between women is important to realize peace. We should listen to the historical experience of Germany which already accomplished the nuclear power free policy and carry out concrete campaigns to realize the world without the risks of nuclear power plants and nuclear weapons.
Finally, I would like to thank the Korea Foundation for Women and GPPAC which provided financial support to us to hold Northeast Asian Women's Peace Conference. These two organizations have recognized the necessity and importance of our Northeast Asian Women's Peace Conference and provided the continuous financial support to us. They are the effective contributors to hold this conference. And I would like to congratulate several activists in the Korea Women's Association United, Committee on Women's Affairs of Korean Council for Reconciliation and Cooperation, Korea Church Women United and Women Making Peace on their activities to make peace. Their passion and dedication made this conference it possible to be held even in various difficult situation.
I expect women's international cooperation and peace movements will be a process that the dream for realizing a peace community come true on the earth. Thank you.
