동북아시아여성평화회의 2009년 10월

동북아시아평화회의 참가여성들은 동북아시아에 다시 군사적 갈등과 전쟁의 위험이 다가오는 것을 염려하고 있습니다. 우리는 버락 오바마 대통령의 ‘핵무기 없는 세계’ 구상을 강력히 지지합니다. 우리는 동북아시아에서 핵문제 해결을 위한 양자대화와 다자대화 개최 전망에 크게 고무되었습니다.

우리는 특별히 미국정부에 다음 사항을 제안합니다.

1. 한반도 비핵화, 정전협정의 평화조약으로 전환 및 북미 관계정상화를 포함하는 동북아시아의 평화를 위한 포괄적인 접근법 추구를 제안합니다. 이 과정에서 모든 주민의 요구를 존중하기 위하여 여성의 목소리와 경험을 포함하는 것이 아주 중요합니다.

2. 외교적 협상과정에서 여성의 참여를 요구한 ‘여성?평화?안보에 관한 유엔안보리결의안 1325’를 이행할 것을 요구합니다. 우리는 동북아시아에 관한 다자협상에서 공식협상대표, 워킹그룹 대표와 옵서버로서 여성 대표성이 인정되기를 요구합니다.

3. 공식적인 6자회담을 지원하는 여성들의 트랙II 활동을 포함해야합니다.

4. USAID(미국 원조처)의 북한 지원 모든 프로그램에 자격이 잘 갖추어진 여성 직원(스태프) 충원을 요청합니다. 즉 북한 관련 프로그램에 프로그램 스태프 및 경영 스태프에 최소 여성을 30% 임명할 것을 목표로 해야 합니다.

우리는 미 의회가 우리의 제안을 지원하는 활동을 해주실 것을 요청합니다. 이 행동은 미국무부가 우리 요구의 진행경과를 미 의회에 보고하는 조치를 포함해야합니다.

Northeast Asian Women’s Peace Conference l October 2009

We, the women of the Northeast Asia Women’s Peace Conference are concerned about the looming threats of military conflict and war in Northeast Asia.  We strongly support President Barack Obama’s initiative to secure a “nuclear weapons free world,” and are encouraged by recent developments in proposed bilateral and multilateral talks to resolve nuclear insecurity in Northeast Asia.

We specifically recommend the following to the US government.

1.      Pursue a comprehensive approach to peace in Northeast Asia that includes elements such as the denuclearization of North Korea, a peace treaty and normalization of the US - North Korea relations. It is of vital importance to include the voice and experience of women in this process to ensure an outcome that respects the needs of all people.

2.      Implement United Nations Security Council Resolution 1325, which calls for the participation of women in diplomatic negotiations.  Women should be represented in formal negotiations, working groups and as observers in multilateral negotiations in relation to Northeast Asia.

3.      Include women’s track II initiatives in support of the official Six Party Talks.

4.      Ensure that all USAID-funded programs related to the DPRK recruit well qualified female staff with the goal of appointing at least 30% female program and management staff to DPRK Program positions. 

We urge Congress to take action in support of these recommendations.  This action should include steps that require the State Department to report to Congress on their progress.
