?                       조선민주주의인민공화국－미합중국 공동성명

   조선민주주의인민공화국과 미합중국사이의 정부급회담이 1993년 6월 2일부터 11일 사이
에 뉴욕에서 진행되었다.

   회담에는 조선민주주의인민공화국 정부를 대표하여 강석주 외교부 제1부부장을 단장으로
하는 대표단과 미합중국 정부를 대표하여 로버트 엘 갈루치 국무성 차관보를 단장으로 하는
대표단이 참가하였다.

   쌍방은 회담에서 조선반도의 핵문제를 근원적으로 해결하는데서 나서는 정책적 문제들을
토의하고 핵전파를 방지하기 위한 목적에 부합되게 북남비핵화공동선언에 대한 지지를 표명
하였다.

   조선민주주의인민공화국과 미합중국은 다음과 같은 원칙들에 합의하였다.

     - 핵무기를 포함한 무력을 사용하지 않으며 이러한 무력으로 위협도 하지 않는다는 것을
        담보한다.
     - 전면적인 담보적용의 공정성보장을 포함하여 조선반도의 비핵화, 평화와 안전을 보장
        하며 상대방의 자주권을 호상 존중하고 내정에 간섭하지 않는다.
     - 조선의 평화적 통일을 지지한다.

   이러한 원칙들에 준하여 조미쌍방정부들은 평등하고 공정한 기초우에서 대화를 계속하기
로 합의하였다.
   이와 관련하여 조선민주주의인민공화국정부는 핵무기전파방지조약으로부터의 탈퇴효력
을 필요하다고 인정하는 만큼 일방적으로 림시 정지시키기로 하였다.

                 Joint Statement of the Democratic People’s

          Republic of Korea and the United States of America

                                                                              New York, June 11, 1993

     The Democratic People’s Republic of Korea and the United States of America
held governmental-level talks in New York from the 2nd through the 11th of June,
1993. Present at the talks were the delegation of the Democratic People’s Republic
of Korea headed by First Vice Minister of Foreign Affairs Kang Sok Ju and the
delegation of the United States of America led by Assistant Secretary of State
Robert L. Gallucci, both representing their respective Governments. At the talks,
both sides discussed policy matters with a view to a fundamental solution of the
nuclear issue on the Korean Peninsula. Both sides expressed support for the
North-South Joint Declaration on the Denuclearization of the Korean Peninsula in
the interest of nuclear non-proliferation goals.

     The Democratic People’s Republic of Korea and the United States have
agreed to principles of:

      - Assurances against the threat and use of force, including nuclear weapons;
      - Peace and security in a nuclear-free Korean Peninsula, including impartial
      application of fullscope safeguards, mutual respect for each other’s sovereignty,
      and non-interference in each other’s internal affairs; and
      - Support for the peaceful reunification of Korea.

     In this context, the two Governments have agreed to continue dialogue on an
equal and unprejudiced basis. In this respect, the Government of the Democratic
People’s Republic of Korea has decided unilaterally to suspend as long as it
considers necessary the effectuation of its withdrawal from the Treaty on the
Non-Proliferation of Nuclear Weapons.
