GPPAC Statement Calling for Immediate Dialogue on the Korean Peninsula Crisis

The Global Partnership for the Prevention of Armed Conflict (GPPAC) is deeply concerned by the heightening tensions on and around the Korean Peninsula, and calls for an immediate return to dialogue and communications as the only way to deescalate the situation and make steps to prevent violence and promote denuclearisation, peace and cooperationon the Korean Peninsula. This should be carried out by convening as soon as possible both direct dialogue between the US-DPRK and the two Koreas, as well as a meeting of representatives of countries of the Six Party Talks, the most appropriate institutional peace and security mechanism in Northeast Asia. All efforts must be made to immediately convene such dialogue, working at the same time for both denuclearisation and the conclusion of a peace treaty to replace the 60 year old Korean War armistice.
The currently escalating tensions on and around the Korean Peninsula highlight the urgency of the situation, and the potential of grave miscalculations which could lead to catastrophic results for citizens. The lack of a permanent peace treaty and lingering unresolved problems emanating from the Cold War are fundamentally contributing to these tensions. GPPAC thus calls for countries in the region and the United Nations to make all efforts possible to urgently implement the following:
To immediately come back to the dialogue table to decrease tensions resolve this crisis, including holding direct dialogue between the US-DPRK and the two Koreas as well as convening a meeting of representatives of the countries involved in the Six Party Talks.
The United Nations Security Council should give full and urgent support for such a meeting and all other related efforts for diplomacy. As appropriate the UN General Assembly should assist in promoting peace and the de-escalation of tensions.
Cessation by all parties of nuclear and missile tests, military exercises, missile defense deployment and other related actions which contribute to further tensions and potential armed conflict in the region.
An immediate end to provocative statements and actions from all sides of the conflict.
Immediate re-instatement of cut-off communication links, including military hotlines between Seoul and Pyongyang.
Continuation of the Kaesong Industrial Complex and other similar joint cooperation efforts between the two Koreas, which serve as vital confidence building and civil conflict prevention measures.
For the media, particularly on the Korean Peninsula and in the United States, to be more sensitive to its impact on the conflict and to make efforts to decrease tensions.
Full inclusion of civil society, including women, in efforts for dialogue and resolution.
Dialogue and the creation of a regional framework for peace are absolutely imperative to peacefully resolve this crisis situation and prevent further suffering by citizens on the Korean peninsula and in the region. As a global civil society peacebuilding network, GPPAC has been working on implementing a civil society-led dialogue on the Korean Peninsula. Emphasising the need for nonmilitary approaches with civil society involvement, GPPAC confirms its dedication to make every effort within our reach to facilitate dialogue amongst all stakeholders, with the aim to contribute to the deescalation of the crisis, denuclearisation and creation of a peace regime for the Korean Peninsula, as well as the Northeast Asia region.
‘무장갈등예방을 위한 글로벌 파트너십(GPPAC)’은 한반도와 주변국들을 둘러싼 긴장이 고조되고 있는 상황에 대해 깊은 우려를 표하며, 대화와 소통의 자리로 즉각 복귀할 것을 요구한다. 대화만이 한반도에서의 긴장을 완화시키고 갈등을 예방하고 비핵화, 평화와 협력을 위해 나아가는 유일한 방법이다. 동북아에서 가장 적합한 제도적 평화안보 메커니즘인 6자회담국 대표 간 회담을 비롯해 북미 간, 남북 간 직접 대화를 가능한 빨리 개최함으로써 대화를 이행되어야 한다. 이러한 회담을 즉각 개최하기 위한 모든 노력과 동시에 비핵화와 60년이 된 한국전쟁 정전협정을 대체하기 위한 평화협정에 대한 논의가 함께 이뤄져야 한다.
한반도와 주변국들 사이에 최근 고조되고 있는 긴장국면은 현 상황의 위급성, 그리고 시민들을 재앙으로 몰아넣을 수도 있는 중대한 계산착오 가능성이 크다는 것을 보여준다. 이러한 긴장은 근본적으로 항구적 평화협정이 부재하고, 냉전시대 이래 해결되지 않은 문제들이 잔재하기 때문에 발생하는 것이다. 이에 GPPAC은 긴급히 이행해야 할 제안사항을 역내 국가들과 유엔에게 다음과 같이 제안하며, 이를 이행하기 위한 가능한 모든 노력을 강구할 것을 요청하는 바이다.
● 지금의 위기상황을 해결하고 긴장상태를 줄이기 위해 6자회담 관련국 대표들 간 회담 개최 북미 간, 남북 간 직접 대화 개최 등 대화 테이블에 즉각 복귀해야 한다.
● 유엔 안전보장이사회는 이러한 회담 개최를 위해 즉시 전폭적인 지원을 해야 하며 이를 위한 모든 외교적 노력을 기울여야 한다. 유엔 총회는 평화를 증진시키고 긴장을 완화시키는 조치들을 지원해야 한다.
● 모든 당사자들은 역내 위기를 고조시키고 잠재적 무장충돌을 야기할 수 있는 핵 및 미사일 실험, 군사훈련, 미사일방어체제 배치 그리고 이와 관련된 모든 조치들을 중단해야 한다.
● 갈등과 관련된 모든 당사자들은 도발적인 언행을 즉각 중단해야 한다.
● 서울과 평양 사이의 군사 핫라인을 포함해, 차단된 통신선을 즉각 복원해야 한다.
● 신뢰구축 및 민간갈등예방의 중요한 수단으로 작용해온 개성공단을 포함해 남북간 협력을 위한 노력을 지속해야 한다.
● 언론, 특히 한반도와 미국 내 언론들은 보도가 갈등상황에 미치는 영향에 보다 민감하게 생각하고 지금의 긴장상황을 해소시키기 위한 노력을 기울여야 한다.
● 대화와 해결 노력에 있어 여성을 비롯해 시민사회를 적극 참여시켜야 한다.
대화와 역내 평화체제의 구축은 지금의 위기상황을 평화롭게 해결하고 한반도를 비롯해 역내 시민들이 더 이상 고통에 빠지는 것을 방지하기 위한 반드시 필요하다. 국제 시민사회 평화구축 네트워크로써 GPPAC은 한반도 상황에 대해 시민사회 주도의 대화를 이행하기 위해 노력해왔다. GPPAC은 시민사회 참여를 통한 비군사적 접근의 필요성을 강조하는 동시에 위기상황 완화, 한반도 비핵화, 그리고 동북아 및 한반도 평화체제 구축이라는 목표를 위해 우리의 힘이 닿는 한 모든 이해관계자들간 대화를 가능토록 하기 위한 모든 노력을 기울일 것을 다짐한다.
