“금융위기는 여성의 위기,

빈곤 ? 차별 대책 없는 G20 반대한다!”

한국정부가 의장국이 되는 제7차 G20 정상회의는 세계경제위기 대응을 위한 책임 있는 정책 합의와 실천을 유보한 채 ‘개발(development)' 의제를 제안하여 저소득국을 위한 ’성장중심(Growth-oriented) 개발, 무역을 위한 원조(Aid for Trade)‘ 정책을 표방하고 있다. 국내외 시민사회 단체들은 10월 12일 G20 고위급 개발 컨퍼런스와 15일 Civil Dialogue를 통해 G20 의제에 성평등 관점을 통합하라는 제안을 공식적으로 전달했음에도 불구하고 G20 준비위원회는 ’G20 의제에 젠더는 고려대상이 아니라’는 입장을 고수하고 있다.

반복되는 경제위기로 인해 ‘빈곤의 여성화’는 갈수록 심화되고 있으나, 전 세계적 금융위기를 불러온 가장 큰 책임당사자인 G20 정상들은 이에 대한 책임과 문제해결 노력을 외면하고 있다. 이에 G20대응 여성행동에 참여하고 있는 우리 여성단체들은 성평등 이슈를 철저히 배제하고 있는 G20 정상회의의 금융위기 대응정책 및 성장중심 개발 논의에 반대하며, 빈곤과 차별 해소를 위한 G20 정상회의의 책임 있는 논의를 강력히 촉구한다.

○ 고용 ? 복지

빈곤여성의 경제사회적 역량강화를 위해 좋은일자리를 창출하고 사회안전망을 확충하라!

세계 각국 정부가 실행한 경제위기 대응은 거시 경제 부양을 목표로 금융, 자동차, 건설 산업 등에 정부지원이 집중되었고, 실업대책 역시 산업의 성별분업에 대한 고려 없이 추진되어 위기 해결 과정에서 여성은 철저히 배제되었다. 2009년 ILO 보고서에 따르면 경제위기 직후, 실업한 남성 노동자의 회복이 여성보다 월등히 빠르게 진행된 것으로 나타났다. 2009년 세계 여성 실업률은 7.4%인데 반해 남성은 7.0%로 조사되어 공식노동만 보더라도 여성 실업의 회복은 더디게 진행되고 있다. 한국에서는 여성 취업자감소율이 남성에 비해 3배 가량 높게 나타났고, 이 중 대다수가 제조업과 도소매 음식숙박업자들이었다. 경제위기의 직격탄을 맞은 사람들이 여성, 영세자영업자와 비정규직 등 우리사회 취약계층이라는 의미이다. G20 정상들은 금융위기를 해결한다고 하면서 복지비용을 축소할 것이 아니라, 적정한 임금과 노동안정성이 보장되는 ‘괜찮은’ 여성일자리를 만들어야 한다. 또한 소득이 없거나 매우 부족하여 채무재조정을 하더라도 정상적인 생활이 어려운 계층에 대하여 사회안전망을 확충해야 한다.

여성의 무보수 돌봄노동 증가시키는 복지비용 축소 반대! 부자증세로 복지예산 확충하라!

G20 토론토 정상회의에서 합의된 성장 친화적 재정건전화 방안은 각국 정부의 복지비용 축소, 사회복지 서비스 제공을 감소시켜 여성의 무보수 돌봄노동의 증가로 이어질 가능성이 매우 높다. 전 세계적인 통계조차 없는 여성 가사노동자들은 생계를 위해 국경을 넘나들고 있지만 아무런 법적 보호도 받지 못하고 있다. 한국에서는 여성의 69.4%가 비정규직에 종사하고 있고 정규직이라도 남성보다 임금을 38% 적게 받으며, 양육 또는 가계 전체를 책임지고 있는 여성의 수는 계속 늘고 있는 실정이다. 여성의 고용의 질 저하는 삶의 질 저하로 이어지며 ‘빈곤의 여성화’ 현상을 심화시킨다. 이러한 방식의 G20 재정적자 축소는 경제위기 비용을 여성에게 전가하는 것이며, 여성을 의제에 포함하지 않음으로서 여성을 위한 사회안전망은 전무한 현실을 철저히 외면하는 것이다. 복지비용 축소가 아닌 부자증세를 통해 복지예산을 확충하고 사회서비스 확대를 통해 여성과 빈곤층의 고용의 질을 보장하라!

○ 빈곤 ? 개발

금융거래세 도입에 신속히 합의하고, 금융거래세의 70%를 여성을 포함한 금융소외계층의 빈곤퇴치와 역량강화에 할당하라!

G20 정상들은 ‘금융위기를 여성의 위기’로 인식하고, G20 의제에 성평등 이슈의 통합을 위한 구체적이고 성실한 노력을 다해야 한다. 이를 위한 효과적이고 실현가능한 대안으로 G20 회원국은 핵심 의제로 논의되고 있는 ‘금융거래세’ 도입에 조속히 합의하고 효과적인 위기대응책으로서 금융거래세의 집행 및 활용계획을 수립할 것을 촉구한다. 나아가 금융거래세의 70%를 위기 시 가장 많은 영향을 받는 여성과 금융소외계층의 빈곤퇴치와 역량강화에 할당할 것을 요구한다. 이는 과거 유엔과 OECD의 인간중심 지속가능한 원조 사례들이 입증하듯 여성에 대한 투자는 가장효과적인 빈곤완화 방안이며, 성평등 실현은 지속가능 성장의 필수 조건이기 때문이다.

G20 개발 이슈에 성평등 목표를 반드시 포함해야 하며, 유엔 새천년개발목표와 연계하라!

한국정부가 주도하고 있는 G20 내의 개발 이슈는 ‘성장중심', '무역중심’, 경제선진국의 경험을 후진국 경제에 일방적으로 주입하고자 하는 시대착오적인 접근이다. ‘고기 잡는 법을 가르쳐 준다’는 오만한 발상으로 유엔, OECD 등 국제기구들이 오랜 경험을 토대로 형성해온 ‘권리에 기반한(right-based)' 성인지적 개발원조 원칙을 무시하고 있는 것이다. 한국 정부는 조속히 'G20 개발 이슈 페이퍼'를 보완?수정하여 젠더 이슈를 모든 영역에 통합시키는 노력을 기울여야 하며, 나아가 유엔 ’새천년개발목표‘ 달성에 기여하고 시너지를 내는 방식의 원조로 방향을 전환해야 한다.

○ 농업

여성농민을 빈곤으로 내모는 신자유주의 농업 정책을 폐기하라!

신자유주의 농업정책으로 식량은 투기의 대상으로 전락했고, 농업은 대규모 농식품 기업들에 의해 장악되어 가고 있다. 이로 인해 농민들은 농업에서 쫓겨나고 있으며 그중에서도 여성농민들의 피해는 실로 막대하다. 농업의 위기는 단순한 산업의 위기가 아니다. 농업위기는 식량뿐만 아니라 환경과 공동체 문화까지 파괴할 수 있기 때문에 매우 심각할 수 있다. 신자유주의 농업정책에 맞서 식량주권을 실현하고 종 다양성을 지키며 환경 친화적인 방향의 농업정책을 실시하는 것으로 농업과 환경을 살릴 수 있다. 전통적으로 이러한 방식의 농업은 여성농민이 담당해왔고 그래서 더욱 적극적으로 투쟁해 왔다. G20 대응 여성행동은 여성농민의 투쟁에 적극적인 지지와 연대를 보내며 G20 정상들에게 신자유주의 농업정책을 즉각 중단할 것을 요구한다.    

○ 평화 ? 인권

경제 불안을 증폭시키는 전쟁을 중단하고, 평화?안보 과정에 여성참여 확대하라!

세계 경제위기와 재정위기의 주요 원인 중 하나인 과도한 군비지출과 전쟁을 즉각 중단해야 한다. 전쟁은 대다수 민중의 생명과 생활터전을 파괴할 뿐 아니라, 보복적이고 잔인한 성폭력을 수반하기 때문에 여성과 여아의 인권을 심각하게 파괴한다. G20 정상들이 진정으로 세계 평화와 경제위기 극복을 원한다면 전쟁에 대한 군사적?정치적 지원을 중단하고, 모든 외국군을 철군해야 한다. 또한 UN 안보리 ‘여성, 평화, 안보에 관한 결의안 1325’에 따라 예방(prevention), 보호(protection), 참여(participation), 구호와 회복(relief & recovery)의 전 과정에 여성의 참여를 획기적으로 높여, 전쟁으로 인한 여성들의 상처를 회복하고 인권을 향상시켜야 한다.

G20 여성행동은 빈곤과 차별을 강화시키는 G20의 탐욕스런 행태와 서울국제 민중회의를 위해 입국할 예정이었던 세계 시민사회단체 활동가들의 입국을 방해하는 한국 정부를 강력히 규탄한다.

○ 성인지적 협력체계

G20 의제에 성평등이슈 통합을 위한 성평등 실무그룹(Working Group)을 설치하라!

G20은 경제위기 대응책에 경제위기시 가장 많은 영향을 받는 여성과 빈곤층을 위한 좋은일자리, 사회안전망 확충, 돌봄서비스에 대한 공적투자 확대를 반드시 포함하고 경제위기가 여성에게 미치는 영향을 가시화하기 위한 성별영향평가와 위기대응책의 성인지예산 분석을 실시해야 한다. 이러한 과제의 효과적 수행을 위해, G20 의제에 성평등 이슈의 통합을 이끌어 내고 중장기 이행 전략 마련 및 지속적인 모니터링 실시를 위한 '성평등 실무그룹(Gender Equality Working Group)' 설치를 강력히 촉구한다. 

경제위기로 인한 피해를 조사?예방할 수 있는 연구를 실시하라!

G20이 금융위기 대응시스템이라면 금융위기 과정에서 특별히 위험에 노출된 계층과 피해의 정도 및 패턴을 분석하고 그러한 피해를 예방하고 효과적으로 대처하기 위한 조사?연구 및 대안적 시스템을 제시해야 한다. 곡물가격 인상으로 인한 이주민의 증가 및 기아의 증가, 기후변화로 인한 여성의 무보수 돌봄노동의 증가 등 속출하고 있는 사회경제적 변화에 대한 통계자료 확보 및 실태조사를 통해 대응 및 예방책을 즉각 마련하라!

우리 <G20 대응 여성행동>은 반복되는 세계적 경제위기가 세계경제구조의 근본적 개혁과 대안 없이는 언제든 재발할 시한폭탄임을 경고한다. 세계인구의 절반인 여성이 차지하고 있는 돌봄경제(Care Economy)를 배제하고 인적자원에 대한 투자 없는 단기적 경제성장은 사회적 위기를 더욱 고조시킬 뿐이다. G20 정상회의는 지금 당장 보다 장기적이고 근본적인 대안적 세계 경제체제를 위한 논의를 시작해야 하며, <G20 대응 여성행동>에서 여성들이 지혜를 모아 마련한 대안에 귀를 기울여야 한다.

Joint Statement for Gender Justice Action against the G20 Seoul Summit

November 10, 2010 Seoul

Korea has placed the issue of development at the top of the agenda for the 5^th G20 Summit to be held in Seoul on 11- 12 September. Though civil groups at home and abroad officially delivered their message on 12th of October at the G20 High-level Development Conference and on 15th of October via the Civil Dialogue of integrating gender equal perspective into the G20 agenda, the G20 Preparation Committee stuck to its initial position saying, “Gender issue will not be considered as the G20 agenda”.

Amid worsening situation of ‘feminization of poverty’ due to repeated occurrence of economic crisis, the G20 leaders-alleged main culprit of the world financial crisis-now turn a blind eye to responsibility and problem-solving effort for this matter. We, Gender Justice Action group, oppose the G20’s countermeasures against the financial crisis and its growth centered development agenda and strongly urge the G20 Summit to have a discussion to solve poverty and discrimination problems in a responsible manner. 

Work and Welfare

Create decent jobs and expand the social safety net for women’s economic and social empowerment!

Measures taken by each nation responding to economic crisis have been concentrated on giving government aids to finance, automobile, construction industries for the purpose to stimulate macro economy and, for unemployment, carried out without consideration on gender division in labor of the industries, resulting in complete exclusion of women during the problem solving process. According to 2009 report of the International Labor Organization, men laborers returned to a job much faster than women laborers right after the economic crisis. In 2009, global unemployment rate was 7.4% for women comparing to 7.0% for men, and the difference in the official record indicates that women’s employment recovers at a slow pace. In Korea, women’s employment decrease rate is as three times higher as men’s after the crisis, and most of them were employees in manufacturing and whole sale or retail food and lodging industries. This means that a direct hit from the economic crisis are taken by the vulnerable, including women, the small-scale businesspeople, and temporary workers. In this vein, the G20 Summit has not to cut down on welfare budget under the pretext of solving the financial crisis, but to create ‘decent’ jobs for women that guarantee reasonable salary and labor security. It also should build further social safety net for those who have no or little income and cannot manage living even with debt restructuring.

We oppose a cut in welfare budget causing increase in women’s unpaid care work!

Expand welfare benefits as raising tax on the rich!

It is highly probable that growth-friendly policy for sound fiscal having agreed on at the G20 Toronto Summit will lead to a cut in welfare benefits and social welfare service by each government, causing more women to provide free labor in the care service sector. Immeasurable and invisible home based women workers over the world are traveling across national borders for living without any social and legal protection. In the case of Korea, 69.4% of women work as a temporary employee with a low salary and women in permanent job positions earn 62% of monthly wage of men in the same position, while more and more women take full charge of child care or household. Lower quality in women’s employment leads to lower quality in living, intensifying ‘feminization of poverty’. The G20’s budget deficit reduction in this manner shifts its responsibility on women and neglects the present conditions having no social safety net for women by excluding women in its dialogue. So, we insist that the G20 Summit should secure welfare budget not by reducing welfare benefits but by raising tax on the wealthy and guarantee decent work for women and the poor with expanded social service.

We urge the G20 Summit to reach promptly to an agreement on the introduction of financial transaction tax and to allocate 70% of the tax collected to anti-poverty and empowering programs for women and the financially marginalized.

The G20 Summit should consider ‘a financial crisis as a women’s crisis’ and has to make an effort specifically and in earnest to integrate gender equality issue into its agenda. For this, we claim that the G20 membership nations be prompt to agree to adopt ‘financial transaction tax’, core issue as an effective and feasible measure, and draw up a plan for its implementation and application as an effective countermeasure to the crisis. We further demand that 70 % of the tax be used for anti-poverty and empowering programs for women and the financially marginalized, the most vulnerable groups upon the economic crisis. The investment to women is one of the most effective measures to relieve poverty as having confirmed in those cases in the UN’s and the OECD’s humanity-centered sustainable aids program, and gender equality is a critical element for sustainable development.

Poverty and Development

The G20 Summit must include gender equality goals in its development framework and support the UN Millennium Development Goals.

The Korean government's growth-oriented and “Aid for Trade” development agenda is an outdated approach that forces less-developed nations to enact policies that are not in the best interest of their citizens. Claiming that the G20 nations will now 'teach' impoverished communities 'how to fish' is arrogant and ignores the rights-based and gender-responsive development principles, which are widely agreed-upon by international organizations including the OECD and UN. The Korean government must promptly revise its ‘G20 Development Issue Paper’ to mainstream gender equality issues as well as create synergies that result in the achievement of the UN ‘Millennium Development Goals’.

Agriculture and Food Security

Abolish neoliberal agricultural policies, which impoverish women farmers

Crops are degenerated as the target of speculation through the neoliberal agricultural policies. Agricultural sectors are becoming more and more dominated by international corporations. Among farmers who are losing their means of living, women are the majority and the damage is immeasurable. The crisis of agriculture is not mere crisis of industry, but a crisis which might destroy environment, community and culture. Protection of food sovereignty and biodiversity from neoliberal agricultural policies and promoting environment friendly agricultural policies is the solution. Traditionally, environment friendly agriculture and food production has been conducted by women. This is the reason why women are acting against neoliberal agricultural policies. Gender Justice Action against G20 expresses solidarity toward the women farmers’ struggle and urges G20 to immediately abolish its neoliberal agricultural policies.

Peace and Human Rights

The G20 should stop the wars worsening economic instability and increase women’s seats in the peace negotiation table

The G20 member countries should stop wars and expanding military spending which are the major causes of the world economic and financial crisis. Not only war destroys numerous lives and livelihoods of civilians, but also entails atrocious sexual violence against women and deterioration of the rights of girl children. If the G20 leaders really want overcoming the current economic hardship, they should stop expanding military spending and political supports to the wars, and they should withdraw troops from foreign countries. Further, following the UN Security Council Resolution 1325, the G20 member countries should increase women’s participation in prevention, protection, relief, and recovery process of war and improve conditions of human rights of women.

Gender Mainstreaming

We urge the G20 to conduct a research to measure and prevent damages caused by the economic crisis and to set up a Working Group for gender equality

The G20 Summit, if it is a system to handle the financial crisis, has to analyze the scope and pattern of damages on victims of the financial crisis in particular and suggest an effective model to prevent and counteract. It is urgent to prepare for preventive countermeasures through statistical data and research on actual conditions concerning social and economic changes, including increase in migration and starvation due to rise in the price of grains, and in women’s free labor in care service due to climate change. The G20 Summit should incorporate in its countermeasures issues of expanding the public investment to create decent jobs, wider social safety net, and care service for the most affected groups like women and the poor, and conduct an analytical study on gender influence estimation for visualizing impact on women caused by the economic crisis and on gender sensitive budget responding to the crisis. To cope with these issues effectively, we strongly urge to set up a ‘Gender Equality Working Group’ in order to integrate gender equality issue into its agenda, map out middle and long term strategies to implement, and continue to conduct monitoring.

The repeated, global economic crisis requires an alternative to make fundamental reform in the world economy system. It will speed up a social crisis if the world moves in the direction of short-term economic growth that Care Economy, heavily conducted by women who make up half of the world’s population, and investment on human resources are neglected.  The G20 Summit should start visioning the long-term alternative global economic system and listen to women’s voices of wisdom collected at Gender Justice Action in Seoul.
